If you are a web developer or web designer looking to get involved with material design, it would be a good idea to start with a good material design framework. Using a pre-built framework as the base of your design will greatly increase your development efficiency and the consistency of your design. In addition, I find that using a framework as opposed to starting from scratch, helps me better understand the principles and the standards of material design. After some research and using some of theses frameworks in my own web projects, here are the top 5 material design frameworks for web developers and designers.
Material Design Lite
As the name suggests, Material Design Lite is a lightweight framework built using simple CSS, JavaScript, and HTML. There are no dependencies on any other JavaScript or CSS frameworks. Components are easily integrated and implemented.
MUI
MUI is another lightweight CSS framework built based on material design principles. With a footprint of only 11k total, MUI is tiny, super-fast, and very developer friendly.
Angular Material
For the AngularJS projects, there is the Angular Material framework. This framework is Angular’s implementation of the Material Design specification. Included in the framework are a set of Material design based user interface tools and components which are high quality, reusable, and accessible.
Materialize
Materialize is a responsive CSS framework built by a team of students from Carnegie Mellon University and has become one of the more popular Material Design frameworks used today. This framework is very comprehensive providing a host of components including CSS, JavaScript, icons, and fonts.

If you are using Bootstrap for web development(you probably are) and you want to implement the Material Design specification, Material Design for Bootstrap is the framework suited for you. This framework contains all the familiar bootstrap components with a material design flavor.
